Facility Security Officer / ITAR Empowered Official

ATA Engineering, Inc., is seeking a Facility Security Officer (FSO) / ITAR Empowered Official. The successful candidate will be detail-oriented, self-starting, and have a proven track record in Industrial Security.

Job Duties and Responsibilities

  • Supervise the implementation and administration of National Industrial Security Program (NISP) daily operations, procedures and controls. This encompasses:
    • Document Control
    • Classification Management
    • Visitor Control
    • Personnel Security Clearances
    • Security Education
    • Oversight of Computer Security and Physical Security
  • Individual must possess the ability to work multiple programs providing security expertise in accordance with the National Industrial Security Program Operating Manual (NISPOM) and provide professional interactions with a broad cross-section of government entities, customers, and prime/subcontractors.
  • Supervise and coordinate efforts of ATA security staff at our San Diego headquarters and outlying regional offices.
  • Process personnel security clearances and track security clearance investigations.
    • Perform related administrative support functions to include using:
      • Joint Personnel Adjudication System (JPAS)
      • Defense Information System for Security (DISS)
      • Electronic Questionnaires for Investigation Processing (E-QIP)
  • Conduct security briefings, debriefings, and awareness training.
  • Process incoming and outgoing classified visit requests.
  • Administer ATA’s Insider Threat Program, to include chairing ATA’s Insider Threat Council and ensuring that all company-wide Insider Threat training requirements are met and documented.
  • Establish security policies, procedures, and plans consistent with the company and official government regulations.
  • Investigate security violations and incidents and prepare reports as appropriate.
  • Review DD Form 254s and generate DD Form 254s for subcontractors. Ensure that flow-down requirements are met.
  • Conduct self-assessments and prepare for Defense Counterintelligence and Security Agency (DCSA) assessments.
  • Maintain security documentation and files.
  • Provide updates to DCSA via National Industrial Security System (NISS) of any changes to company facility information.
  • Assist in establishing Closed Areas and Restricted Areas and implementing access controls to such areas.
  • Assist ATA’s IT team in supporting the maintenance of information security compliance under the National Institute of Standards and Technology (NIST) 800-171 Protecting Controlled Unclassified Information (CUI) Systems and Organizations and the Defense Acquisition Regulations System (DFARS) 252.204.7012 Covered Technical Information (CTI).
  • Help maintain building access control and alarm systems.
  • Lead security efforts regarding International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) to ensure compliance with all pertinent government regulations.
    • Prepare license applications for export of ITAR/EAR-controlled products of services.
    • Renew annual corporate registration with Department of State, Directorate of Defense Trade Controls (DDTC).


  • Current DoD Top Secret clearance
  • Minimum of 5 years’ experience as a security officer in an organization holding a facility clearance or similar experience with the US Military
  • Bachelor’s degree in relevant field
  • Current Facility Security Officer Certifications and training or the ability to successfully complete training and FSO certification within a 30-day period
  • Thorough knowledge of the NISPOM and related DoD security regulations, as well as demonstrated proficiency with Insider Threat and Counterintelligence programs.
  • Thorough knowledge of the JPAS, EQIP, NISS, and related government databases.

Additional Desired Experience

  • Experience with classified systems, system accreditation, and/or cybersecurity.
